Male: Frons dark brown, broader than high, sub-shining, with sparse hairs. First row of bristles straight, antials 1.5 times as far apart as either is to an antero-lateral. Second row of bristles straight, all four being equidistant. Postpedicels yellowish brown, rounded-oval. Arista with relatively long hairs. Palp yellow, 3 times as long as its width, with 4–5 apical bristles and 7–14 short hairs on ventral face. Thorax. Scutum dark brown, with sparse hairs. Scutellum dark brown, with 2 bristles and 2 hairs. Wing length 1.75–1.77 mm. Costal index 0.47. Costal ratios 5.55:1.88:1. Costal cilia 0.02mm. Veins brown and membrane pale. Membrane light grey. Halter brown. Legs brown. Fore tibia with 4 dorsal bristles, of which the upmost is the longest. Dorsal hair palisade of mid tibia extends 1/3 (0.37) of its length. Hind tibia without isolated bristles before apical apex. Hind femur brown. Posterior face of hind femur with 5 peg-like bristles, more distally are shallow area, which a transverse carina. Hind coxal lobes not obvious. At the middle of posterior face is a fish-scale like structure. Abdomen. Tergites and terminalia dark brown. Venter and Cercus brown.
Female. Similar as male. Wing length 1.12mm, Costal index 0.52, ratios 7.8:2.9:1, cilia 0.02mm. Rostra long. Abdominal tergites brown, only yellow on middle of tergite H; Tergite H is the largest, and the other smaller gradually, tergites v – ∏ wanting.
Holotype: ♂, Shaanxi, Qinling (N 33°46′,E 108°49′, 1935m), 14-VII-2013, Yunlong Cai, Paratype: 1♂ 1♀, same data as holotype.
Etymology. The specific epithet refers to the transverse carina on posterior face of hind femur.
Remarks. In Disney’s key (1990a), the species runs to couplets to 9 to D. spriggsi Disney , and to 31 to D. atratula . It can be distinguished from the two species by having a strong carina beyond the group of peg-like bristles.
