Diagnosis. Frons with two pale brown stripes. Face with two brownish wide stripes (sometimes confluent and forming an entirely brownish band), parafacial with pale brown inner margin. Antenna yellow except for 1st flagellomere pale brown. Wing with a narrow brown stripe-like spot on dm-cu (sometimes absent), subcostal cell hyaline. Abdominal tergites 5–6 (female 5–7) each with two pairs of black quadrate spots (occasionally tergite 4 with a pair of brownish round spots).

Description. MALE. Body length 3.2–3.5 mm, wing length 3.1–3.3 mm. FEMALE. Body length 3.3–3.4 mm, wing length 2.9–3.0 mm.

Head yellow. Frons about as long as wide and parallel-sided, with two pale brown stripes extending to ocellar triangle; ocellar triangle brown; oc as long as anterior or, anterior or longer than 1/2 length of the posterior. Face with two wide brownish stripes (sometimes confluent and forming an entirely brownish band), parafacial with pale brown inner margin. Gena about 1/6 height of eye. Antenna yellow except for 1st flagellomere pale brown, 1.5 times longer than high; arista black except for brownish base, ray long plumose, with longest ray longer than height of 1st flagellomere. Proboscis brownish yellow and palpus yellow.

Thorax brownish yellow, with grayish white pruinosity. Mesonotum with 0+3 dc (anterior dc behind transverse suture), acr in irregular 8 rows and prsc slightly shorter than 1st post-sutural dc. Legs yellow, except for all tarsi brownish yellow. Fore femur with 4 strong pv and 6 pd, ctenidium with 11 short setae; fore tibia with 1 long preapical ad and 1 short apv. Mid femur with 4–5 a and 1 app; mid tibia with 1 strong preapical ad and 2 strong apv. Hind femur with 1 preapical ad and a row of weak av (only 3 apical setae distinct); hind tibia with 1 preapical ad and 1 short apv. Wing ( Fig. 4 View FIGURES 1 – 12 ) hyaline, faintly brown, a narrow stripe-like spot on dm-cu (sometimes absent), subcostal cell hyaline; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1) sections in proportion of 5.3:1.7:1; r-m before middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1:1.3; ultimate section of CuA1 about 1/7 of penultimate. Halter yellow.

Abdomen brownish yellow. Male tergites 5–6 (female 5–7) each with two pairs of black quadrate spots, sometimes tergite 4 with a pair of brown round spots. Male genitalia ( Figs 97–101 View FIGURES 97 – 101 ): syntergosternite circular, spiracle on membrane; epandrium brown on lateral sides, with four or five pairs of long dorsal setae, two long apical setae and a subapical concavity; surstylus short, nearly round and concaved at middle in lateral view; hypandrium nearly H-shaped; pregonite and postgonite absent; aedeagus narrow apically with a pair of acute apical processes, and broad at middle with a pair of acute middle dorsal processes in lateral view; aedeagal apodeme distinctly longer than aedeagus.

Distribution. China (Hainan).

Remarks. The new species is similar to Homoneura (Homoneura) signata (Wulp) from Indonesia (Sumatra) in wing pattern, abdominal male tergites 5–6 (female 5–7) each with two pairs of black spots, but it can be separated from the latter by the epandrium having two apical setae, the surstylus being short with a subapical concavity, the hypandrium being H-shaped, the postgonite being absent and the aedeagus being narrow apically with a pair of acute apical processes, and being broad at middle with a pair of acute middle processes in lateral view. In H. (H.) signata , the epandrium has three apical setae; the surstylus has no apical concavity; the hypandrium is U-shaped; the postgonite is subuliform and curved; the aedeagus is round apically ( Sasakawa, 1992; Malloch, 1929).

Etymology. Latin, degenerata , meaning degenerate, referring to the pregonite and postgonite being absent; a feminine adjective.
