Diagnosis. Frons with narrow yellow anterior margin. Face and parafacial black slightly with silvery white pruinosity. Antenna brown. Palpus black. Legs brown to black except for all tarsi dark yellow.
Description. MALE. Body length 3.5 mm, wing length 3.2 mm. FEMALE. Body length 3.3 mm, wing length 2.9 mm.
Head black. Frons about as long as wide and parallel–sided, with narrow yellow anterior margin between two or rows; ocellar triangle black; oc hair-like, shorter than anterior or, anterior or longer than 1/2 of posterior or. Face and parafacial with slightly silvery white pruinosity; gena with brownish gray pruinosity, about 1/6 height of eye. Antenna brown, 1st flagellomere 2.0 times longer than high; arista black except for brownish base, ray plumose, with longest ray slightly shorter than height of 1st flagellomere. Proboscis brown and palpus black.
Thorax black with brownish gray pruinosity. Mesonotum with 0+3 dc (anterior dc behind transverse suture), acr in irregular 8 rows and prsc shorter than 1st postsutural dc. Scutellum black with brownish gray pruinosity. Legs brown to black except for all tarsi dark yellow. Fore femur with 4 strong pv and 6 pd, ctenidium with 10 short setae; fore tibia with 1 long preapical ad and 1 short apv. Mid femur with 4 a and 1 app; mid tibia with 1 strong preapical ad and 2 strong apv. Hind femur with 1 preapical ad; hind tibia with 1 weak preapical ad and 1 short apv. Wing ( Fig. 15 View FIGURES 13 – 24 ) slightly yellow without spot; subcostal cell hyaline; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1) sections in proportion of 5.7:1.3:1; r-m before middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1:1.2; ultimate section of CuA1 about 1/8 of penultimate. Halter yellow except for black knob.
Abdomen black, with sparse brownish gray pruinosity. Male genitalia ( Figs 163–167 View FIGURES 163 – 167 ): syntergosternite circular, narrow under spiracle and with a special dorsal setulae area in posterior view; epandrium narrow basally and broad apically, nearly trapeziform in lateral view and V-shaped in posterior view; surstylus curved claviform, originated from inner side of epandrium; hypandrium Y-shaped, postgonite subuliform with long basal section; aedeagus consisting of a trapeziform ventral sclerite with apical margin curled upward, a pair of semicircular ventral sclerites and a rectangular dorsal sclerite with a long styliform process in ventral view; aedeagal apodeme broad trapeziform in ventral view, shorter than aedeagus.
Type material. Holotype ♂ ( CAUC), CHINA, Hainan Province: Changjiang, Bawangling National Nature Reserve, Dong’er station, 1000 m, 24. V. 2007, Kuiyan Zhang. Paratype: 1 ♀ ( CAUC), CHINA, Hainan Province: Shuiman, Wuzhishan National Nature Reserve, Guanjingtai, 600 m, 16. V. 2007, Kuiyan Zhang.
Distribution. China (Hainan).
Remarks. The new species is similar to Homoneura (Homoneura) bicuspidata sp. nov. from China (Hainan) in basal of wing yellow and all femora blackish brown. But it can be separated from the latter by the antenna being entirely brown, the halter being yellow except for knob black, the surstylus being small, curved claviform, originated from inner side of epandrium. In H. (H.) bicuspidata , the antenna is yellow except for 1st flagellomere brown on apical half; the halter is yellow; the surstylus is broad, curved and rounded apically with a pair of acute lateral processes in posterior view.
Etymology. Latin, noti-, prefix meaning notal + comata, meaning with many setulae, referring to the syntergosternite with a special dorsal hairy area in posterior view; a feminine adjective.
