Identification. 1.1–1.5 mm. Body with a metallic green color. Mouth parts black. Antennae yellow, with 6 funic- ular segments and 3-segmented club. Forewing longer than body, with a very long submarginal vein, marginal vein enlarged but short and an enlarged stigmal vein. Stigma and post-marginal vein short. Second leg with long, thick tibial spur.
