Description. Male. Fronsgreenwithgreypollinosity. Facegreenwithgreypollipos- ity, widthatsutureisequaltothewidthofpostpedicel. Antennaeblack, aristablack. Ratio ofepistomelength, clypeuslength, facewidthatsutureandpalpuslength: 0.8/0.5/0.3/0.5. Aristasubapical, shortlypubescent. Postpediceltransverselyovalwithroundedapex, widerthanlong. Ratioofpostpedicellengthtowidthandaristalength: 0.4/0.5/2.0. Pedicel withoutprocess, projectingonpostpedicel. Proboscisbrown. Palpusshort, light-yellow withblackhairs. Postocularsetaewhitebelow.

Thoraxgreen. Mesonotumwithgreypollinosity, withtwolighterlongitudinalstrip, pleurawithdensegreypollinosity, withoutpurplespot. Propleuronwith 1–2 shortwhite hairs. Mesonotumwithoutblackspot. Acrostichalsetaeabsent. 5 pairsdorsocentralsetae. Scutellumwith 4 lateralsetae.

Legsyellow, mostofmidandhindcoxabrown, tibiadarkenedatapex. Forecoxa withwhitehairs. Forefemoraandtibiawithoutlongsetae. 1stsegmentsofforetibianot curved, withoutcrestoferectsetae. Segmentsoftarsusnotwidened, withoutsetae. Ra- tioofforetibiaandtarsus (from 1stto 5th): 3.1/1.7/0.6/0.5/0.3/0.3. Midfemorawithshort preapicalhairs, withoutlonghairsbelow. Midtibiawith 2 shortanterodorsalsetaeand 1 posterodorsalseta. Segmentsofmidtarsiwithoutlongsetae. 5thsegmentofmidtarsi widened. Ratioofmidtibiaandtarsus (from 1stto 5th): 4.1/2.2/0.9/0.7/0.4/0.4. Hindfemora withshortanteroventralhairsinupperthird. Hindtibiawithveryshortsetaeondorsal side. Segmentsofhindtarsiwithoutsetae. Ratioofhindtibiaandtarsus (from 1stto 5th): 4.3/1.9/1.0/0.7/0.4/0.3.

Wingdarkened. R4+5 andM1+2 slightlydivergentapically. M1+2 slightlycurved. Ratio ofcostalsectionbetweenR2+3 andRt 4+5 othatbetweenR4+5 andM 1+2: 1.4/0.9. Apicalpartof M3+4 longerthanm-cu – 1.0/0.7. Analangleobtuse. Lowercalypteryellowwithwhitehairs. Halteryellow.

Abdomenmetallicgreen, withbronzestripslaterally, withblackhairs, withgrey pollinosity. Epandriumnarrow, narrowedatapex. Surstylusshorterthancerci. Phallus annularcurved.

Female. Similartomaleexcept: facebroader.

Length: body 1.3 mm, wing 1.3 mm.

Typematerial. Holotype. m, China, 50 kmnorthofMukden, 20.07.1952 (Rubtsov), Paratypes: 1 m, 2 f, inthesameplace. TypesaredepositedintheZoologicalInstituteof theRussianAcademyofSciences .

Etymology. ThenewspeciesisnamedafterfamousspecialistinDipteraoftheZoo- logicalInstituteoftheRussianAcademyofSciencesOlgaG. Ovtshinnikova.

Differentialdiagnosis. InthekeytoPalaearcticspecies ( NEGROBOV 1971, 1979), thenewspeciesrunsto Thinophilusruficornis (Haliday, 1838) andcanbe distinguishedfromthelatterbyfollowingcharacters:

– Antennaeblack. Dorsalpartofepandriumwithdeepincisures. Surstylus slightlylongerthanwide. Phalluslongcurved, longerthanepandrium Thinophilus ovtshinnikovae sp. n.

– Antennaemostlyyellow. Dorsalpartofepandriumalmoststraight. Sur- stylus 2 timeslongerthanwide. Phallusshort, shorterthanepandrium Thinophilusruficornis (Haliday, 1838)
