Holotype. ♀, China, Inner Mongolia, Helan mountain, 28.VII.2010, Zeng Jie, No. 201006519 ( ZJUH).

Description. Female. Body length 1.6 mm; fore wing length 1.7mm.

Head. Antenna shorter than body, 18-segmented, left flagellum 11-segments. First flagellar segment 3.0 × as long as its apical width, 1.2 × as long as second segment. Penultimate segment 1.8 × as long as wide. Head width 2.1 × its median length, 2.0 × as broad as mesoscutum between tegulae. Vertex smooth, with very sparse erect and rather short setae. Frons weakly concave, smooth. Temple mostly glabrous, swollen behind eyes in dorsal view ( Fig. 1 View FIGURE 1 B). Transverse diameter of eye 0.7 × as long as temple in lateral view. Ocelli small, in triangle with base equal to its sides. POL: OD: OOL=2.0: 1.0: 1.7. Eye glabrous, 1.8 × as high as broad. Malar space extremely short. Face smooth, with weak longitudinal carina ( Fig. 1 View FIGURE 1 C). Occipital carina complete absent. Mandible expanded, without distinct teeth, apical width 1.3 × its base width ( Fig. 1 View FIGURE 1 E). Palpi shorter than height of head.

Mesosoma. Length 1.4 × as long as its height in lateral view. Pronope small. Sides of pronotum smooth. Mesoscutum smooth and sparsely setose.. Notauli deep anteriorly, shallow posteriorly, extending to half of the mesoscutum ( Fig. 1 View FIGURE 1 H). Prescutellar depression deep, with 9 longitudinal carinae. Scutellum mostly smooth. Mesopleuron punctate, but smooth in median part. Precoxal sulcus absent ( Fig. 1 View FIGURE 1 F). Metanotum without median tooth. Metapleuron sparsely setose. Propodeum almost smooth, only punctate laterally, with a short median carina and lateral tubercles.

Wings. Fore wing 2.7 × as long as its maximum width. Pterostigma cuneiform, 6.3 × as long as wide. Vein r arising from base of pterostigma, its length shorter than width of pterostigma. First discal cell of fore wing narrow, not wider than high. Vein 1-R1 short, 0.3 × as long as pterostigma, marginal cell ending far before tip of wing. Vein SR1+3-SR distally bisinuate, bent as in Fig. 1 View FIGURE 1 E. Vein m-cu antefurcal. Subdiscal cell distally open, vein CU1b missing ( Fig. 1 View FIGURE 1 E).

Legs. Hind coxa almost smooth, very sparsely punctate. Hind femur 5.0 × as long as its maximum width. Hind tibia slightly shorter than its tarsus in length. Hind basitarsus as long as tarsomeres 2–3 combined.

Metasoma. First tergite subtriangular, almost glabrous, with week dorsopes, several longitudinal carinae and small spiracular tubercles in middle, its length 1.2 × as long as its apical width ( Fig. 1 View FIGURE 1 G). Second tergite and further tergites smooth, with a row of setae along their hind margin. Hypopygium acute apically. Ovipositor sheath short, 2.0 × as long as hind basitarsus.

Colour. Head and mesosoma black. Antenna dark brown. Mandible dark yellow, palpi yellow. Tegula dark brown, parategula brown. Metasoma reddish brown except first tergite black. Legs brownish, hind coxa dark brown, hind femur apically and tibia proximally pale brownish. Wings hyaline, pterostigma and veins opaque light brownish-greyish.

Male. Unknown.

Host. Unknown.

Diagnosis. This new species is similar to P. orientalis Tobias , but differs in subdiscal cell distally open; precoxal sulcus absent; pterostigma cuneiform, 6.3 × as long as wide, vein r shorter than width of pterostigma; vein 1-R1 short, 0.3 × length of pterostigma; and body short, 1.6 mm long.

Distribution. China (Inner Mongolia).

Etymology. The name refers to this new species without distinct mandibular teeth.
