Body length 3.5 mm, fore wing length 2.7 mm and antenna length 3.9 mm.

Antenna with 32 flagellomeres. Median flagellomeres approximately 2.7 x longer than wide. Occipial carina obliterated mediodorsally, ventrally strong, joining hypostomal carina nearly ar right angle. Mesopleuron largely aciculate-punctate, anteriorly with vertical rugulae, precoxal sulcus weakly impressed, rugose, speculum present and large. Propodeum weakly coriaceous with weak lateral carina [median carina concealed]. Fore wing vein 2- CU1 0.8 x 1-CU1. Apex of fore wing subbasal cell evenly setose. Fore wing vein 3-SR 1.7 x vein r. Fore wing vein 2-SR+M 1.4 x vein r. Fore wing vein SR1 2.4 x vein 3-SR. Hind wing vein M+CU 1.1 x 1-M. Hind wing subbasal cell evenly setose. Hind wing vein m-cu absent. Apex of hind tibia with comb of modified setae medially and ventrally. Claws without conspicuous pecten. Basal lobe of 1 st tergite weak, smoothly rounded, reaching spiracle. Midlongitudinal carina of 3 rd tergite present on basal 0.8.

Etymology. In reference to the very small ocelli.

Notes. The paratype is generall somewhat darker with the propleuron and hind femur nd tibia largely brown to black.
