Body length 4.9 mm, fore wing length 3.9 mm and antenna length 6 mm.

Antenna with 40 flagellomeres. Terminal flagellomere weakly acuminate. Median flagellomeres approximately 2.6 x longer than wide. Occipital carina complete mediodorsally though can be hard to see because of adjacent sculpture. Mesopleuron largely rugulose, precoxal sulcus moderately impressed with coarser sculpure and some near vertical striae medially, specular area shiny but completely aciculate. Propodeal carina complete. Propodeum with weak posterolateral protuberances. Fore wing vein 2-CU1 3.3 x 1-CU1. Apex of fore wing subbasal densely and evenly setose. Fore wing vein 3-SR 1.9 x vein r. Fore wing vein 2-SR+M 1.0 x vein r. Fore wing vein SR1 2.7 x vein 3-SR. Hind wing vein M+CU 1.3 x 1-M. Hind wing subbasal cells densely and evenly setose. Hind wing vein m-cu present as a weak pigmented interstital mark. Apex of hind tibia without comb of modified adpressed setae. Claws with pecten of 5 or six separated, thin teeth on basal lobe, the middle ones longer. Basal lobes of 1 st tergite weakly produced, concave posteriorly. Midlongitudinal carina of 3 rd tergite distinct on anterior 0.7.

Etymology. From Latin vietus meaning wrinkled and occiput, referring to the sculpture on top of the head.
