Description
Stramineous, 3.02 to 3.30 mm long. Head wider than pronotum with brownish black maculations. Anterior margin of vertex with pale brown spots. Vertex; subacute, about as long as interocular width with median, prominent coronal sulcus. Coronal sulcus on either side with brownish black maculations. Ocelli visible dorsally, located on anterior margin of vertex close to eyes. Clypellus quadrate with parallel sides. Pronotum wider than its length. Fore wings, with three distinct, irregular brownish black maculae, four apical and three anteapical cells, and outer anteapical cell divided with clear appendix. Abdominal sternal apodemes short and truncated.
Male Genitalia —Pygofer simple, without prominent process, longer than its height in lateral view, and with apical macrosetae. Valve triangular and broader than long. Subgenital plates wider basally, gradually narrowed to apex, and with marginal setae. Apophysis of style fingerlike, serrated in lateral view. Connective linear, shorter than aedeagus. Aedeagal shaft slender, elongated, gradually tapering towards apex, and with subapical gonopore.
Measurements (N=2)
Males 3.02 to 3.30 mm long and 0.83 to 0.88 mm wide across eyes.

Remarks
This species will key close to D. (R.) jagannathi Dash and Viraktamath in the key of Dash and Viraktamath (1998). It resembles D. (R.) jagannathi in having a slender, elongated aedeagal shaft but differs distinctly in not having a bisinuated aedeagal shaft, and in the shape of the apophyses of styles. This species is named delongi in the honour of Dwight Moore Delong, a renowned leafhopper taxonomist.
