( Figs 1–8 View FIGURES 1 – 8 , 110)
Diagnosis. Black (except abdomen brown); thorax entirely covered with dense gray pruinescence; legs dark brown to black except brownish femur-tibial articulation; hind tibia strongly clavate near apex; wing sub-hyaline, dark infuscate.
Etymology. From the Latin “ aquilus ” (black), in reference to the predominant black colour of the head, scutum, legs and abdomen of this species.
Description. Holotype male. Body: 3.2 mm. Wing: 2.6 mm. Head: antenna black, located above middle of head; scape twice longer than pedicel; postpedicel conical, as long as scape and pedicel combined, 2.5 times longer than wide; stylus bare, apical. Ocellar triangle not protuberant, with two pairs of proclinate ocellar setae, anterior pair elongate, posterior pair short. Dichoptic, frons short, shorter than half length of face. Proboscis and palpus black, palpus bearing 1 long median and 1 shorter lateral bristle. Postcranium inflated, black with gray pruinescence; postoculars elongated, scattered, upper setae longest. Thorax: entirely covered with dense gray pruinescence; black. Bristles thin, short and scattered; acr and dc uniserial. Differentiated bristles: 1 strong npl; posterior dc longer than anterior dc; 1 very short pal; 1 long and strong apical sctl and 1 lateral bristle half length of apical. Wing (Fig. 110): sub-hyaline, dark infuscate; R1 meeting C beyond middle of wing; cell dm emitting 2 veins; cell cu p present. Legs: dark brown to black except brownish femur-tibial articulation, coxae and trochanters with gray pruinescence. Hind tibia strongly clavate near apex. Differentiated bristles: fore tibia with 1PV at basal and 1 at distal third; mid femur with 1A sub-apical bristle; mid tibia with 1A at the middle and 1 sub-apical, 1D near base and 2V at distal third; hind femur bearing 1AV at basal third and 1AV at apical third; hind tibia with 2A, one at middle and one sub-apical, and 1AD short near base. Abdomen: tergites 1 and 2, and all sternites brown, tergites 3–8 shiny black; gray pruinescence on tergite 8 and sternites 7 and 8. Bristles brown, thin, short and scattered. Terminalia: hypandrium about 1.5 times longer than wide, apex slightly concave ( Fig. 1 View FIGURES 1 – 8 ); epandrium short, not deeply cleft dorsally, epandrial lamellae broadly fused basally ( Fig. 2 View FIGURES 1 – 8 ); left epandrial lamella slightly shorter than right, with dorsoapical process widened and folded apically ( Figs 2, 4 View FIGURES 1 – 8 ); right surstylus shorter than left surstylus, sub-triangular ( Fig. 5 View FIGURES 1 – 8 ); left surstylus long, simple, slightly curved dorsally ( Fig. 2 View FIGURES 1 – 8 ); articulated distal portion of phallus simple, elongate, about half length of basal portion, with basal process half length of distal portion of phallus ( Fig. 3 View FIGURES 1 – 8 ). Female. Similar to male. Ovipositor ( Figs 6–8 View FIGURES 1 – 8 ): eighth segment elongate; tergite 8 complete; sternite 8 narrow, more than twice longer than wide.
