Diagnosis. Narrowly dichoptic; scutum dark brown, scutellum dark yellow; hind tibia darkened near apex, mid and hind tarsi black; wing dark infuscate, cell cu p very short ending before the end of Rs.

Etymology. Named in honour of José Albertino Rafael, from Instituto Nacional de Pesquisas da Amazônia, Brazil, for his contribution to the knowledge of the Brazilian fauna of insects by describing and collecting species across Brazil, some of them used in this study (including holotype of this species).

Description. Holotype male. Body: 3.3 mm. Wing: 3.6 mm. Head: antenna dark brown, located above middle of head; scape as long as pedicel; postpedicel conical, short, as long as scape and pedicel combined, 2.5 times longer than wide; stylus bare, apical. Ocellar triangle not protuberant, two pairs of proclinate ocellar setae, anterior pair elongate, posterior pair short. Narrowly dichoptic, frons shorter than half length of face. Proboscis yellow, palpus brown bearing 1 long median and 1 shorter lateral bristle. Postcranium dark brown with gray pruinescence; postoculars elongated, scattered, upper setae longest. Thorax: entirely covered with dense gray pruinescence; scutum dark brown, dark yellow on postpronotal lobe, postalar callus and scutellum; mesopleuron brown on dorsal half, dark yellow on ventral half. Bristles thin, short and scattered; acr and dc uniserial. Differentiated bristles: 1 strong npl; posterior dc longer than anterior dc; 1 medium length pal; 1 long and strong apical sctl and 1 lateral bristle half length of apical. Wing (Fig. 121): sub-hyaline, dark infuscate; R1 meeting C beyond middle of wing; cell dm emitting 2 veins; cell cu p present, very short, ending before end of Rs. Legs: yellow to brown, coxae and trochanters yellow covered with gray pruinescence, femora brown on upper half, fore and mid tibiae yellow, tarsi dark brown. Hind tibia somewhat clavate near apex. Differentiated bristles: fore tibia with 2PV at midlle; mid femur with 1A sub-apical; mid tibia with 2A before middle and 2A very long apical, 1D near base and 1V at distal third; hind femur bearing 1AV sub-apical; hind tibia with 2A near middle and 2AV on basal half. Abdomen: tergites 1–4 and 8 shiny dark yellow, tergites 5–7 brown, sternites dark yellow, darker near apex of abdomen; gray pruinescence on tergite 8 and sternites 7–8. Bristles brown, thin, short and scattered. Terminalia: hypandrium 1.6 times longer than wide with distinctly concave apex ( Fig. 80 View FIGURES 80 – 84 ); epandrium short, somewhat deeply cleft dorsally, epandrial lamellae narrowly fused basally ( Fig. 81 View FIGURES 80 – 84 ); left epandrial lamella shorter than right, with long, slender and sinuous dorsoapical process ( Figs 81, 83 View FIGURES 80 – 84 ); right surstylus about as long as left, rod-like ( Fig. 84 View FIGURES 80 – 84 ); left surstylus simple, slightly concave on inner margin ( Fig. 83 View FIGURES 80 – 84 ); articulated distal portion of phallus simple, short, about half length of basal portion, basal process long, more than two-thirds length of articulated distal portion of phallus ( Fig. 82 View FIGURES 80 – 84 ). Female. Unknown.
