Description. Male.Body ( Fig. 1A View FIGURES 1 ) length 1.4–1.5mm.Frons ( Fig. 1B View FIGURES 1 ) dark brown, broader than high. Supra-antennal setae and lower fronto-orbital setae absent. Lower interfrontal setae short, about 1/2 length of upper interfrontal setae and the distance between each other shorter than that between upper interfrontal setae. First flagellomere dark brown, 0.28 mm long, with an aspect ratio of 2.1:1; arista 0.35 mm long, 1.28 times as long as first flagellomere, slightly curved backward. Palpus dark brown, with 6 short setae apically.
Thorax dark brown. Legs dark brown, except fore leg brown. Fore tibia with a row of 11 near-dorsal setulae, the uppermost being longer than the rest. Fore tarsus short and thick, tarsomeres 1–4 equaled in width, tarsomere 5 slightly enlarged. Mid femur without sense-organ. Wing ( Fig. 29A View FIGURES 29 ) length 1.20 mm, width 0.56 mm. Costal index 0.41–0.43, costal ratio 2.5:1, costal setulae length 0.07–0.09 mm. Second part of costa with 3 dorsal setulae. Vein M 1 concave, and the base significantly bending towards R 4+5; Rs without basisetula. Thick veins light brown, fine veins almost hyaline. Membrane hyaline and transparent. Halter brown.
Abdominal tergites dark brown. Terminalia ( Fig. 1C View FIGURES 1 ) dark brown. Both left and right surstyli ( Figs. 1D–G View FIGURES 1 ) similar, triangular. The base part of surstylus broad and tapered to a pointed tip. 1–4 inner teeth along the dorsal edge of surstylus.
Female. First flagellomere small and rounded, slightly pointed apically. Frons width less than twice of its height. Lower interfrontal setae not shortened and slightly further away from each other. Palpus two times as long as its width. Legs dark brown, except fore leg brown. Fore tarsus slender. Wing length 1.6 mm, width 0.7 mm. Costal index 0.39, costal ratio 1.9–2:1, costal setulae 0.060 –0.065 mm. Body length 1.6 mm.

Remarks. This species is similar to C. gracilis Michailovskaya, 2000 , it can be distinguished from the latter by absence of supra-antennal setae, hyaline wing membrane, fewer inner teeth of surstylus and absence of a basidorsal process of left surstylus. The species is widely distributed in Holarctic Region.
