DIAGNOSIS. This species is most similar in appearance to M. rigirostris (Evenhuis) but can be distinguished from that species by the brown scutellum (yellow in M. rigirostris ) and the short proboscis (slightly longer than head height in M. infrequens ; length more than twice head height in M. rigirostris ).

DESCRIPTION. Female. Length: 1.36 mm. Head. Vertex and occiput brownish black, dark color of vertex extending down lateral margins of frons to level of medial depression; eyes dichoptic, separated at vertex by width of ocellar tubercle, frons narrowing toward antennae, width about 0.75 x width of ocellar tubercle; frons depressed medially, yellow to yellow­white; face yellow, clypeus brown; antennae brown; scape minute, pale brown; pedicel cylindrical, slightly wider than long; first flagellomere ovoid, length about 1.5 x greatest width; second flagellomere about 1/3 length of first flagellomere, with apical sensillum; postgena brown, becoming yellow toward oral margin; proboscis yellowish brown, thick, length slightly longer than head height; labrum sclerotized brown, stiff, pointed apically, length slightly more than height of oral margin; palpus not evident.

Thorax. Mesonotum and scutellum brown, with scattered dark hairs, scutellum paler brown medially; humeral callus, thick notopleural line to wing base, ridge along postalar callus, and small area above postalar callus yellow; pleura predominantly brown to dark brown, with yellow as follows: spot posteromedially on anepisternum and anepimeron, small spot posterodorsally on katepisternum; coxae, femora, and tibiae brown basally, yellow apically; basitarsi yellow, remainder of tarsal segments brown; halter stem yellow, knob white.

Wing ( Fig. 21 View FIGURES 16 – 23 ). Subhyaline, covered throughout with microtrichiae; veins brown; costa ends slightly less than halfway between end of R4+5 and M1; vein Sc incomplete, ending at level about halfway between origin of Rs and end of vein R2+3; Rs evanescent at connection with R1; R4+5 slightly curved to wing margin; basal portion of vein M separating cells bm and br thinly sclerotized, but present; vein M1 curved toward wing margin; M2 slightly curved at wing margin; vein dm­cu closing cell dm absent; CuA1 thick at base, thin on apical 2/3 to wing margin; A1 very weakly sclerotized, but present; fringe of hair on posterior margin of wing rather long.

Abdomen. Dorsum brown, with scattered dark hairs; yellow fasciae apically on tergites II–VII; venter paler brown than dorsum, with broader yellowish white fasciae on posterior portion of segments.

Genitalia. Not dissected.

Male. Unknown.

Type. Holotype female ( BPBM 15,161) from SPAIN: Zaragoza Prov: Monegros: Pina de Ebro, Retuerta de Pina, 360 m, 7.vi.1991, pan traps between Juniperus thurifera and Rosmarinus sp., J. Blasco­Zumeta. The unique holotype female is deposited in BPBM.

Etymology. The specific epithet derives from the relative rarity of this species (only known from the unique type).

Distribution. Known only from the type locality in Zaragoza Province in northern Spain.
