Description. ♀. Apterous; body length 3.6–4.8 mm. Completely ferruginous, except petiole black and metasoma darkened. Antenna clavate; antennomeres in following proportions: 7:4:17:11:8.5:8:7:7:6.5:8.5. Head excavated, shiny, strongly granulate on occiput, slightly or strongly granulate on frons; temple distinct; frontal line complete; occipital carina incomplete, only present behind lateral ocelli; POL = 1; OL = 1.5; OOL = 9. Palpal formula 5/2. Pronotum dull, crossed by strong transverse impression, granulate. Mesoscutum dull, granulate, without lateral pointed apophyses. Metanotum about coplanar to mesoscutellum, with sides rounded, without lateral pointed pro- trusions ( Fig. 209C View FIGURE 209 ), occasionally transversely striate. Metapectal-propodeal disc granulate; propodeal declivity transversely striate; Mesopleuron and metapleuron transversely striate. Meso-metapleural suture obsolete. Protarsomeres in following proportions: 17:3.5:5:14:22. Enlarged claw ( Fig. 212C View FIGURE 212 ) without subdistal tooth, with one row of 4–5 peg-like setae. Protarsomere 5 ( Fig. 212C View FIGURE 212 ) with two rows of 3–5 + 15–20 lamellae (shortest row extended beyond 0.5 × length of protarsomere); apex with at least 12 lamellae. Tibial spurs 1/0/1.

♂. Fully winged; body length 2.2–2.5 mm. Head black, except mandible testaceous; antenna brown; mesosoma black; metasoma brown; legs brown, except articulations, tarsi and part of tibiae whitish. Antenna filiform; antennomeres in following proportions: 4:4:7.5:6:6:6.5:6:6:6:8; antennomere 3 more than 3 × as long as broad (7.5:2). Head shiny, convex, granulate and rugose; frontal line complete; occipital carina absent; POL = 7; OL = 3; OOL = 3; vertex with two oval smooth and shiny areas situated between lateral ocelli and eyes (areas not surrounded anteriorly by high carina). Palpal formula 4/2 or 5/2. Mesoscutum dull, granulate. Notauli complete, posteriorly separated; minimum distance between notauli longer than greatest breadth of lateral ocelli (3.5:2). Mesoscutellum and metanotum shiny, punctate, unsculptured among punctures. Metapectal-propodeal disc shiny, mostly unsculptured, partly rugose. Forewing hyaline, without dark transverse bands; 2R1 cell open; 2r-rs&Rs vein regularly curvilinear, with distal part longer than proximal part (13:9). Dorsal process of paramere ( Fig. 219F View FIGURE 219 ) very broad. Tibial spurs 1/1/2.

Hosts. Cicadellidae ( Guglielmino et al. 2013) : in Mozambique: Anaconura instabilis (Ribaut) (= Doratulina instabilis (Ribaut)) .
