Diagnosis: The species is very similar to Coenosia gracilis Stein. The new species can be recognised as follows: frons with 3 pairs of frontal seta, male abdomen with brownish marks, mid femur with 2–3 pv and 1– 2 av in basal half, mid tibia with 1 strong ad, hind femur with 2 pv in basal half, hind tibia with short pd or, in female, sometimes without pd, different terminalia.

Etymology. The species name is based on the type-locality, Respublika Altay.

Type material examined: Holotype 3, Respublika Altay, Ukok plateau, Akkol river, 2160m, 49°25'N 87°37'E, 12.07.2006, V. Sorokina ( SZNM). Description: Male: body 3.5–3.7mm, wing 3.4–3.5mm.

Head: Ground-colour black with dense whitish-grey pruinosity. Mouthedge not projecting beyond level of profrons or only insignificantly projecting ( Fig. 11 View FIGURE 11. C F). Eyes widely separated by a black frontal vitta. Frontal vitta 3 times as wide as a fronto-orbital plate. Frontal triangle becoming very narrow at middle and reaching front margin of frons. Frons with 3 pairs of frontal setae, middle seta a little shorter than the other two setae. Width of parafacial at level of base of antenna about as wide as postpedicel and becoming a little narrower at middle. Height of gena 1.5 times width of postpedicel. Antenna black, postpedicel ca. 2.5 times as long as wide. Arista black, short-pubescent, with longest individual hairs shorter than basal diameter of arista. Palpus brownish or black. Proboscis long, shining, with strong apical teeth.

Thorax: Black, densely whitish-grey dusted. Prosternum bare. Ground-setulae of postpronotal lobe setulose, not spinulose. Scutum with 2 distinct brown longitudinal vittae along dc and with an indistinct brownish vitta between ph and ps seta on each side. Presutural acr in 2 uneven rows; 1 + 3 dc. Two proepisternal setae. Apical and basal scutellars well developed and equal.

Legs: All black with grey dust with the exception of yellow trochanters, joints and basal 1/3 of tibiae. Pulvilli not elongate. Fore tibia with 1 strong long p. Mid femur with 2–3 pv (one seta longer then others) and 2 short av on basal half, with 1 strong a and 2 strong p preapical setae. Mid tibia with 1 ad, 1 pd. Hind femur with 4 av and 1 short pv on basal half and 1 long pv near middle. Hind tibia with 1 short av, 1 strong ad and 1 short pd; median av and ad not close together, preapical ad and d long and strong, subequal in length to median ad, distinct preapical pd not developed, with only 2 weak and short setae below preapical d. .

Wing: Light coloured, with a slight yellow tinge. Costa with weak spinules. Calypters white; lower one hardly longer than upper one. Haltere light yellow.

Abdomen: Black with thick whitish-grey dust, elongate, cylindrical. Tergites 3–5 with pairs of indistinct brownish rounded spots. Sternite 1 bare.

Female: body 4.2–4.7mm, wing 3.8–4.3mm.

Similar to male, but differing from it as follows: frons with 2 pairs of strong frontal setae and one half as long as these between these setae. Scutum with brownish-grey dust. Haltere yellowish. Mid and hind tibiae black except for yellow bases, fore tibia yellow in basal quarter. Hind femur with 3 av, hind tibia without pd or with very short pd. Abdominal spots indistinct or absent.
