Diagnosis. Differs from other Neotropical species by the combination of the following characters: ovipositor sheath shorter than metasoma ( Fig. 14e View FIGURE 14 ); occipital carina narrow dorsally and very wide laterally ( Fig. 14b View FIGURE 14 ); and fore wing discal cell absent.
Redescription. Female ( Fig. 14e View FIGURE 14 ). Length: 11.9 mm (10.3–13.3 mm) (n=25); ovipositor sheath length 0.53 (0.46–0.60) × body length.
Head. Subtrapezoidal in dorsal view, longer than wide ( Fig. 14a View FIGURE 14 ), punctulate; mandible pre-apical tooth very short; malar space short, almost separated from gena; posterior ocellus inserted behind or at the level of upper eye margin; occipital carina relatively narrow dorsally and very wide laterally ( Fig. 14b View FIGURE 14 ). Head length 1.42 (1.32–1.53) × eye length; eye length 13.78 (10.00–19.00) × malar space; distance from posterior ocellus to occipital margin 1.81 (1.50–2.11) × distance between posterior ocelli; 1 st flagellomere 1.33 (1.18–1.44) × as long as scape, 1.44 (1.18–1.63) × as long as pedicel, 0.82 (0.48–1.18) × as long as 2 nd flagellomere. Color: black, clypeus with anterior portion lighter than remaining, antenna red brown to dark brown (apical flagellomeres usually lighter).
Mesosoma. Propleuron imbricate (with irregular striae in some specimens); pronotal process distinct; pronotum imbricate to rugulose, area between lobes crenulate; mesonotum rounded in lateral view ( Fig. 14d View FIGURE 14 ); mesoscutum with fine irregular striae and sparse punctation ( Fig. 14c View FIGURE 14 ); mesoscutelum rugulose; mesepisternum imbricate dorsally and areolate (or rugulose) ventrally; mesepimeron scrobiculate; metapleuron areolate, ventral region with a reduced smooth (or rugulose) portion; propodeum areolate, longitudinal carina distinct ( Fig. 27e View FIGURE 27 ); metacoxa finely striate. Mesosoma (excluding propleuron) 1.96 (1.70–2.32) × as long as high; propleuron 2.30 (1.77–2.89) × longer than its largest wide, 1.41 (1.28–1.56) × pronotum length; metacoxa 3.10 (2.53–3.44) × as long as wide; metatibia 4.65 (4.04–5.29) × as long as wide, 1.43 (1.28–1.53) × as long as femur, 2.85 (2.51–3.41) × as long as 1 st tarsomere. Fore wing discal cell absent; hind wing with 3 hamuli (rarely 2 or 4), equidistant or not. Color: propleuron and mesonotum black; pronotum red brown; mesopleuron and metapleuron red brown (with some black areas in several specimens); propodeum red brown to black; fore and middle legs with coxa, trochanter, femur and tibia red brown to dark brown, tibia with a yellow longitudinal stripe, tarsus yellow, with apical tarsomeres gradually darker than basal ones; hind leg with coxa, trochanter, femur and tibia red brown (to dark brown), subbasal portion of tibia yellow, tarsus red brown to dark brown.
Metasoma. Imbricate, 3.29 (3.00–3.55) × as long as mesosoma; subgenital sternun notched, Y-shaped; ovipositor sheath 0.85 (0.74–0.95) × as long as metasoma. Color: red brown to dark brown; ovipositor sheath dark brown, with apex yellow brown.
Male. Similar to female.
Host. Ceratina pacifica Smith ( Daly et al. 1967; Parker and Bohart 1968).
Geographic distribution: USA (California, Lousiana, Texas) ( Townes 1950), Colombia, Costa Rica, Guatemala, Mexico (Nuevo Leon (Pereyra and Villanueva 1987), Chiapas, San Luis Potosí, Sinaloa, Sonora, Veracruz), Venezuela.
Material examined. Rhydinofoenus kaweahensis , holotype female ( CUIC no. 2628): USA: California: Tulare County, Kaweah River, Culbertson .
Pseudofoenus angustatus , one male, not determined as a syntype, but the locality in label is the same of type locality ( BMNH): MEXICO: Veracruz: Atoyac .
