Description. Female holotype. Body length 7.5 mm, fore wing length 5.0 mm.
Head. Antenna with 35 flagellomeres; basal flagellomeres relatively slender, first flagellomere about 2.6× as long as wide apically. Head transverse, width 2.2× its length in dorsal view. Temple narrow behind eye, in dorsal view about 0.5× as long as eye. Interocellar distance about 2.0× ocello-ocular distance, 2.0× between median and lateral ocelli and 1.8× diameter of ocelli. Inner eye orbits indented and weakly convergent ventrally. Genal carina not bent outwards ventrally, reaching hypostomal carina before mandibular base. Malar space 0.25× as long as basal width of mandible. Face rugose, flat in profile, narrowed ventrally, minimal width of face 0.55× as long as eye length and 0.9× as long as width of frons. Clypeus granulose, weakly convex in profile, apical margin convex.
Mesosoma. Pronotum rugulose above, trans-striate below. Mesoscutum granulate-punctate, rugulose in notaulic area. Scutellum and metascutellum rugulose-punctate. Mesopleuron rugulose-punctate above, rugulose below, trans-striate below subtegular ridge; speculum smooth and shiny. Metapleuron rugulose-punctate, with lower portion rugose, juxtacoxal carina indistinct. Propodeum rugulose laterally, strongly rugose-reticulate dorsally, with median groove moderately narrow and deep, trans-striate; basal carina close to propodeal base; medio-longitudinal carina absent; lateral longitudinal carina absent; apical transverse carina distinct laterally and costulae absent; propodeal spiracle oval.
Wing. Fore wing areolet small with a short stalk emitting second recurrent vein from its apical part. Radial cell very short, distal part of surrounding vein about 1.6× longer than the proximal one. Nervulus distad of basal vein by 0.2 its length. External angles of discal cell acute (75°). Hind wing with nervellus almost vertical, not intercepted.
Legs. Hind femur 4.8× longer than wide. Inner spur of hind tibia about 0.7× as long as first tarsomere of hind tarsus.
Metasoma. Tergites from third tergite on compressed. First tergite short, stout, widened apically, 3.4× longer than its apical width, about 1.5× longer than second tergite, and as long as hind femur. Second tergite 2.1× longer than its apical width; thyridium drop-shaped, its distance from basal margin of tergite about equal to its length. Third tergite 1.6× longer than its apical width. Ovipositor sheath short, slightly extending behind metasomal apex.
Colour. Black. Mandible yellowish brown medially, basally and apically dark brown. Scape and pedicel yellowish brown. Tegulae yellowish brown. Coxae blackish brown; all legs yellowish brown with hind tibia apically and tarsus except basal 0.1 of basal tarsi segment, blackish brown. First and second metasomal tergites black but apically reddish brown, remainder of metasoma reddish brown.
Variation. Antenna with 34–37 flagellomeres, first flagellomere 2.1–2.8× longer than wide apically. Malar space 0.2–0.3× as long as basal width of mandible. Interocellar distance 1.8–2.2× ocello-ocular distance. Face rugose to rugose-punctate. Hind femur 4.6–5.0× longer than wide. First tergite 3.2–3.9× longer than its apical width. Scape and pedicel yellowish brown to brown.
Male. Sculpture of propodeum stronger than in female. Otherwise similar to female.
Distribution. China (Anhui, Fujian, Guangxi, Guizhou, Hainan, Henan, Hubei, Jiangxi, Shandong, Shanxi, Sichuan, Yunnan, Zhejiang).
Comparison. This new species is similar to C. philippina Gupta & Maheshwary, 1977 from Philippines, but differs from the latter by having the interocellar distance about twice ocello-ocular distance, the hind wing with nervellus almost vertical, the metapleuron rugulose-punctate, but lower part rugose and the clypeus granulate.
Etymology. The name is derived from the Latin word “exilis” for “slender”, because this species looks relatively thin.
