Description. Holotype. Female. Body length 2.0 mm, fore wing length 2.5 mm.
Head. Transverse in dorsal view, 2.0× as wide as long, nearly as wide as mesoscutum ( Fig. 20h View FIGURE 20 ). Temple shiny with superficial punctures, not constricted behind eyes from dorsal view. Face ( Fig. 20e View FIGURE 20 ) transverse, 0.8× as high as wide, shiny, with shallow punctures, inner margins of eyes distinctly, but not strongly, converged towards apex. Ocelli relatively large, posterior tangent to anterior ocellus virtually touching posterior pair of ocelli, distance between fore and a hind ocellus as long as diameter of an hind ocellus, POL:OD:OOL = 3.0:2.0:4.0. Antenna as long as body length, penultimate antennomere nearly 1.2× longer than wide.
Mesosoma. Length:width:height = 34.5:23.0:24.0. Disc of mesonotum ( Fig. 20d View FIGURE 20 ) shiny, with sharp, dense punctures. Scutellar sulcus weakly curved, narrow with sparse carinae inbetween. Scutellum highly shiny, polished except sparse shallow punctures laterally. Propodeum ( Fig. 20c View FIGURE 20 ) shiny, with well-defined areolation which open at at anterior end and U-shaped at bottom, three posterior fields highly shiny and polished with several indistinct rugae, lateral-anterior parts with shallow punctures. Mesopleuron highly polished, anterior part with relatively sharp, sparse punctures.
Legs. Hind coxa shiny and polished. Spines on outer side of hind tibia relatively dense. Inner spur over half (3/5) length of hind basitarsus, outer spur nearly 2/5. Basitarsus of hind leg a little shorter than tarsomeres 2–4 (12.0:14.0).
Wings. Pterostigma 2.9× as long as its widest part ( Fig. 20b View FIGURE 20 ). Vein 1-R1 nearly 1.1× longer than pterostigma, 5.5× as long as its distance from apex of marginal cell. Vein r arising from middle of pterostigma, r weakly inclined outwards, indistinctly shorter than width of pterostigma, weakly longer than 2-SR, distinctly angled with 2-SR at meeting, 2-M half length of 2-SR and weakly longer than 1-SR and slightly shorter than 2-SR+M, m-cu as long as 2-SR. First discal cell of fore wing as wide as high. Second discal cell of hind wing 1.6× wider than high. Vein cu-a strongly curved.
Metasoma. Nearly as long as mesosoma. T1 ( Fig. 20f View FIGURE 20 ) parallel-sided, 1.5× longer than hind width, basal 1/3 concave, weakly striate laterally, turned-over part quadrate, punctate-rugose medially, indistinctly longitudinally striate, scattered with several punctures, weakly concave and polished medio-apically. T2 rough with extremely weak rugae anteriorly and a row of indistinct punctures medio-apically, 4.7× wider than long in middle, strongly curved apically. T3 1.7× longer than T2. Tergites posterior to T2 a little shiny, polished and with minute hairy bumps. Hypopygium not longer than apex of metasoma. Ovipositor sheath nearly 1.2× as long as length of hind tibia, thin and parallel-sided. Ovipositor relatively thin, weakly curved apically, taped towards apex.
Colour. Black, tergites posterior to T2 brown with more or less white band ( Fig. 20a, f View FIGURE 20 ). Tegula black. Palpi very white and spurs whitish yellow. Antenna and ovipositor sheath dark brown. Labrum light yellow brown and mandible honey yellow. Legs brown to black, except fore leg, apical half of mid femur, basal half of mid tibia, mid tarsus excluding apical segement, apex of hind femur and basal 2/3 of hind tibia bright reddish yellow. Wing membrane hyaline, vein 1-R1, most of pterostigma, r, 2-SR and 2-M brown, C+SC+R light brown, other alar veins whitish yellow, basal pterostigma sometimes indistinctly whitish.
Variation. Body length 2.0– 2.4 mm, fore wing length 2.5–2.8 mm. Tergites blackish brown, sometimes more or less yellowish brown. Specimens from Sichuan and Yunnan becoming smooth towards apex, T2 nearly polished.

Distribution. Eastern Palaearctic [ China: Hebei, Henan]; Oriental [ China: Guangdong, Guizhou, Hainan, Sichuan, Yunnan].
Etymology. The specific name “ excellentis ” derived from the Latin, referring to inner spur of hind tibia over half (3/5) length of hind basitarsus.
Remarks. This species is similar to D. vernaliter Wilkinson , but differs in the following: hind femur dark brown to black (the latter entirely yellow); vein r of fore wing angled with 2-SR (the latter curved); and T2 at most weakly rugulose (the latter as rugose as T1).
