Diagnostic characters. (based on specimen collected in Vietnam), ♀, body length: 13.5 mm; antenna length: 6.5 mm; fore wing length: 9.0 mm; ovipositor length: 9.6 mm ( Fig. 18E).
Occipital carina lamelliform, complete ( Fig. 18F), 0.3 × diameter of an ocellus; median occipital groove Vshaped, rather deep ( Fig. 18H) (shallow in P. excisus Turner ); pronotum, in lateral view, with one acute projecting tooth-like process; scutellum with six transverse striae; tarsal claws with four tooth-like process; head, from above, 1.2 × wider than long; temple almost obliquely narrowed posteriorly; scape 1.3 × length pedicel; first flagellomere 1.6 × as long as scape, and 0.6 × length of second flagellomere; vein 2-Rs +M short, 2-Rs +M: 2-Ma: 3-Ma: 3-Mb = 3: 27: 9: 8; subapical groove (ovipositor guide) on hind coxa smooth ( Fig. 18G); apical hind trochanteral groove shallow; trochantellus distinct ( Fig. 18H); tarsal claw with four tooth-like processes. Fore wing membrane largely infuscate basally; large dark brown spot of fore wing occupying basal half of marginal and apical half of the second submarginal cells; petiole elongate, weakly widened apically, 5.0 × its apical width; ovipositor shorter (0.9 ×) than fore wing.
