Type species: Empoasca okubella Matsumura, 1931 .

Diagnosis. Body robust ( Figs 1, 2 View FIGURES 1–9 ). Head including eyes narrower than pronotum ( Figs 1, 3 View FIGURES 1–9 ). Coronal suture distinct, extending beyond crown midlength ( Figs. 1, 3 View FIGURES 1–9 ). Face short, convex in lateral view, lateral frontal suture distinct; anteclypeus slightly convex, not expanded ( Fig. 4 View FIGURES 1–9 ). Pronotum large ( Figs 1, 3 View FIGURES 1–9 ). Forewing narrow, rounded apically, apical cells occupying nearly one-fourth total length, veins R2 and RM dissociated at their bases, both arise from r cell; MCu arising from m cell, c and r cells nearly equal in width, both narrower than m and cua cells ( Fig. 5 View FIGURES 1–9 ). Hindwing with CuA unbranched ( Fig. 6 View FIGURES 1–9 ). Front femur seta AM1 stout, situated near ventral margin; intercalary row with two large basal seta and five smaller setae more distad. Hind femur with macrosetal formula 2+1+1. Hind-tibia row AV with five preapical macrosetae.

Male 2S abdominal apodemes well developed ( Fig. 7 View FIGURES 1–9 ). Male pygofer elongate, apical half narrowed to apex, bearing few rigid microsetae on each side of lobe and few additional rigid microsetae on ventral margin, ventral appendage present( Fig. 8 View FIGURES 1–9 ). Subgenital plate surpassing pygofer lobe, darked apically, basal setae poorly differentiated, marginal setae well-developed, almost continuous along entire length of dorsolateral margin of plate, macrosetae starting at one-fourth distance from base arranged in two rows, apical setae in one row, feeble microsetae sparse ( Figs 8, 9 View FIGURES 1–9 , 17 View FIGURES 10–18 ). Style bearing few apical teeth and microsetae ( Figs 15, 16 View FIGURES 10–18 ). Aedeagus with preatrium present, usually long and somewhat arcuate; shaft tubular, well sclerotized, curved dorsad, without processes; gonopore ventrad at apex ( Figs 8 View FIGURES 1–9 , 12, 13 View FIGURES 10–18 ). Anal tube weakly sclerotized, with basolateral appendage variably developed ( Figs 8 View FIGURES 1–9 , 10, 11 View FIGURES 10–18 ).
