Diagnosis. Forewing length is 12-13 mm in males and 14.5 mm in females. Barsine rhipiptera differs clearly from three other relatives, B. visaya sp. n., B. nemea sp. n. and B. kishidai sp. n. by its interrupted transverse lines. The male genitalia of B. rhipiptera are similar to those of B. kishidai sp. n., but differ by the vinculum being rounded apically (that is rectangular apically in B. kishidai sp. n.), the broader valva, the more robust medial costal process, the more curved distal costal process, the much larger distal membranous lobe of valva, the broader cluster of cornuti on the medial diverticulum, the longer ventral subdiverticulum of the medial diverticulum, and the narrower, conical subbasal ventral diverticulum (that is globular in B. kishidai sp. n.). The female genitalia of B. rhipiptera differ from those of B. kishidai sp. n. by their antrum being slightly narrower anteriorly, smaller postero-lateral sclerotized area of corpus bursae, and shorter appendix bursae.
Distribution. The Philippines (Luzon Island).
