Diagnosis. This species is somewhat similar to Pediopsoides (Celopsis) pectinata Viraktamath in external appearance, but is readily distinguished by the forewing having 2 anteapical cells, and the gonopore of the aedeagal shaft surrounded by a membranous rim.

Description. Measurements. Male 3.9–4.0 mm long, head 1.2 mm wide across eyes.

Coloration. Dark brown to black. Vertex yellowish brown. Most of face fulvous except apical dark brown markings, apex of frontoclypeus, anteclypeus, lorum and gena black. Ocelli yellowish brown, eyes dark brown. Pronotum black except narrow bright yellow anterior margin. Mesonotum black. Scutellum bright yellow. Forewing dark brown, outer margin of corium brown to pale brown. Legs fulvous with dark brown markings.

Morphology. Body slender. Face across eyes wider than long. Ocelli closer to adjacent eyes than to each other. Apex of frontoclypeus expanded, anteclypeus tapered. Pronotum punctuate and distinctly striate in transverse to oblique direction, hind margin slightly concave. Scutellum wider than long. Forewing with 2 anteapical cells, clavus without veins. Hind femur macrosetal formula 2+1; hind tibial spinulation PD 10–12, AD 8, AV 5.

Male genitalia. Pygofer with caudal lobe rounded in lateral view, with three spines along ventral margin. Style slightly dorsally curved and gradually widened to apex in ventral view, apex with strongly upturned process directed posterolaterally. Connective small. Aedeagus with dorsal apodeme well developed, reaching near to apex of aedeagal shaft, basal apodeme distinctly expanded; apex of aedeagus slightly protruded, with pair of lamellate processes at midlength of shaft; gonopore subapical, slightly convex, surrounded by membranous process with distinctly serrate margin; dorsal connective fused with tenth segment, well sclerotized with antler-like processes in lateral view.

Female. Unknown.

Material examined. Holotype: 3, China, Guizhou, Daozhen (29°13΄N, 107°34΄E), 600 m, 31 May 2005; paratypes: 13, same data as holotype, all collected by Yang Zaihua.

Host plant. Unidentified shrubs.

Remarks. The new species is placed only tentatively in the subgenus Celopsis based on the fusion of the dorsal connective with the tenth segment; however, it has only two anteapical cells in the forewing instead of the usual three. The face including eyes being wider than long places it in the subgenus Sispocnis. However, it has 8 setae on hind tibial row AD, as in other species of Celopsis; Sispocnis species have 9–11 setae on this row. The Indonesian species P. (Celopsis) pectinata also has some intermediate characters ( Viraktamath 1996). The aedeagal shaft of the new species has its lateral ledge as in P. (C.) pectinata , but lacks the large number of denticles. In light of such variation, the subgeneric classification of Pediopsoides needs to be reevaluated.

Etymology. The specific name refers to the membranous process surrounding the gonopore of the aedeagal shaft.
