Etymology. 'Pellicius' means 'furry' in latin, and this species is very furry indeed.
Description. Known from male holotype only. Fore wing length 6.1 mm. Antenna broken. Mesoscutum with even, dense punctuation. Scutellum with obvious punctures, smooth in-between. Mesopleuron with very dense punctures and very dense, silvery pilosity; below subtegular ridge with some punctures, without parallel, diagonal carinulae. Metapleuron with juxacoxal carina absent or at most a short basal carina. Propodeal areas and hind coxa with dense punctures and very dense, silvery pilosity. Hind femur length to width ratio 3.7, ventrally with a medium sized tooth almost as long as width of hind tibia at mid length. Hind tibia 2.35 mm. Second tergite 1.4 × longer than wide at base, smooth and shining.
Colouration. Antenna uniformly brown or black. Head including clypeus and malar space entirely black. Mesoscutum and scutellum orange. Pronotum, mesopleuron and propodeum black. Hind femur orange with apex yellow. Hind tibia orange, slightly darkened subbasally and apically. Fore wing somewhat infuscate. Tergite 1 black, tergite 2 black basally, orange apically, tergites 3 onwards orange with wide apical light bands, posterior tergites with dark markings medially.
