Description. Male. Body length 1.0– 1.6 mm. Frons dark brown. Supra-antennal setae present. Lower fronto-orbital setae absent. Lower interfrontal setae shorter than upper interfrontal setae, and the distance between each other a little shorter than that between upper interfrontal setae. First flagellomere brown, 0.165 mm long, with an aspect ratio of 1.92:1; arista 0.23 mm long, 1.29 times length of first flagellomere. Palpus dark brown, with 6–7 short setae apically.
Thorax dark brown. Mid and hind legs brown, fore leg yellowish brown. Fore tibia with 9 small near-dorsal setulae, the uppermost being longer than the rest. Mid femur (Fig. 25D) with a small rounded pit and a short apical process. Wing (Fig. 30F) length 0.90–1.20 mm. Costal index 0.37–0.40, costal ratio 2.0–2.78:1, costal setulae length 0.040 –0.048 mm. Rs without basisetula. Halter brown.
Abdominal tergites dark brown. Terminalia (Fig. 25A) brown. Left surstylus (Fig. 25B) reniform, with a short basidorsal process. Right surstylus (Fig. 25C) with arc-shaped apical edge, with inner teeth and a membranous basidorsal process.

Remarks. This species is recorded for the first time from China. It is similar to C. tibialis Schmitz, 1925, it differs from the latter by a smaller rounded pit which is about 1/4 width of mid femur.
